Progression and legendary powers

Know the difference between ordinary progression and an earned high-tier remake.

01 / Characters

Permanent-character tiers

Ordinary Tier 1 to Tier 3 creation is separate from the earned high-tier paths. Tier 4 and Tier 5 creation and advancement require the corresponding earned ceiling. Existing permanent characters remain playable.

New accounts start with zero karma and zero personal and banked karma. This guide does not import retired reward-store rules or promise that an old karma price still applies to every choice.

Legendary limits

The documented normal-character limits are one legendary power at Tier 3 and two at Tier 4 and three at Tier 5. Eligibility for an individual power still matters.

How the higher ceiling is earned

Higher-power guests can earn a Tier 4 remake after three successful worship operations and Tier 5 after five. Monster guests use survival milestones. The reward is not a permanent exemption from all other creation requirements.

When more than 20 percent of eligible recently active accounts have a Tier 4 or Tier 5 character the game suspends Sanctuary for everyone. High-tier population therefore changes the danger faced by the whole community.
