Not a universal ceasefire
Sanctuary no longer blocks ordinary hostile actions as a blanket rule. Where an incident is covered it can schedule recovery from death or a maim. The coverage is recorded when the injury occurs. It is not something you can obtain afterwards to insure an old wound.
Uncovered injuries and forest-monster incidents have different outcomes. Getting a protected aura after a maim does not make that maim eligible. Covered recovery can still happen later if the protection is subsequently lost.

Full and reduced protection
Full protection blocks the sexual-assault command under its normal eligibility checks. Limited protection alone does not. The current progression note separately says full and limited Sanctuary prevent direct hypnosis locking and failed resistance from creating a permanent compulsion. Ordinary temporary imprints remain possible.
The Second Class Citizen document combines command and permanent-imprint protection in one table. That conflicts with the explicit locking rule in the progression document. The guides keep those statements separate rather than promising a single unified protection table; verify limited-aura locking behaviour against the running build.
03 / Survival
The population switch
Sanctuary is suspended for everyone when more than 20 percent of eligible accounts active within the previous 30 real days have an active Tier 4 or Tier 5 character. Each account counts once using its highest eligible tier. Logging out does not immediately remove it from the population.
Guests and higher powers are excluded along with storyrunners and immortals and dead or stasis characters and unfinished creation characters. At or below 20 percent the ordinary rules resume. The game announces and records the switch. Previously recorded recovery incidents keep their captured coverage.
04 / Survival
Other ways to lose eligibility
Severe feeding arrears disable both full and limited protection. Personal debt can also suspend protection for an unaffiliated human. Ordinary location and event restrictions still apply. An old ritual affect cannot bypass those active restrictions when a new injury occurs.
