The public face

The Cortex Academy of Civic Integration operates in Gravesend with an undergraduate college and residential dormitories alongside a hospital with a substantial mental-health wing. Families are offered specialist care for young people whose emerging supernatural abilities have made ordinary education difficult.

Students may arrive willingly or with little choice. Some know very little about the wider supernatural world beyond what they have been told about themselves. The campus still has ordinary lessons and sports and social life.

What the institution is for

The current Academy help describes an indoctrination institution rather than an impartial supernatural school. Its aim is to produce Cortex sympathizers and loyalists. Lessons frame supernatural independence as a danger while connecting safety and belonging with obedience.

Teaching and supervisory staff are called Civic Educators. Their work includes classes and counselling but also discipline and rewards directed at the same political outcome. The clinic lends medical authority to that structure while serving the wider town.

The coded influence

Students on campus receive a stored influence imprint directing them to serve Cortex. It cannot be satisfied while on campus and is removed immediately on leaving. It uses the ordinary imprint slots. When all 25 slots are occupied it waits for a free slot rather than creating a special extra one.

Only Cortex members can acquire College Contracts. Brown Student is disabled for creation and archetype changes. These changes should not be hidden behind the old name or a description of the school as politically neutral.

Writing a campus character

An adult student can seek genuine care or friendship in an institution designed to redirect those needs. A Civic Educator can sincerely believe compliance is kindness. The point of the setting is the tension between those relationships and the institution's purpose rather than a guarantee that every scene is a lecture.
