Separate your background from your powers and progression.

What is actually selectable

The race table contains human backgrounds and supernatural archetypes as well as special dream and guest records. Not every row is a normal creation choice. The catalogue separates these instead of putting them all in one list.

Skills and focus choices develop a character beyond their background or bloodline. Check the requirements of each ability before planning a build. Gifted is a human archetype with its own progression requirements.

02 / Characters

Tier is not the whole permission check

The table marks many higher-tier records as creatable but the guest progression system adds an earned-ceiling requirement for Tier 4 and Tier 5 creation and advancement. Existing permanent characters remain playable. Do not read a table flag as permission to create any tier on a fresh account.

Ordinary Tier 1 to Tier 3 creation remains separate from the earned Tier 4 and Tier 5 route. New accounts start with zero account karma and zero personal and banked karma. The repository does not justify treating every high-tier option as immediately available to a new account.

03 / Characters

Names that changed

Civil Servant is the replacement for Special Deputy. The old identity survives in save compatibility but should not be advertised as a second class. Brown Student is no longer available for creation or archetype changes. Civic Educator is the displayed school staff title even though its internal key is still faculty.

The standard human creation age ranges and bloodline age ranges are listed in the archetype catalogue. Apparent age is a distinct field for supernatural entries. A very old special-role table bound is not permission to ignore the game's adult-character setting.
