Who uses personal billing
Humans without a core faction or society or legacy society can retain ordinary Sanctuary under the existing location and event restrictions. Guests and storyrunners and supernatural characters do not use this personal billing route.
A covered death recovery normally costs $100 from the personal bank account. There is no recurring personal Sanctuary upkeep and no personal maim fee. A valid vassal patron instead pays the society recovery fee. The incident captures the payer.

Debt changes daily life
A negative bank balance makes an unaffiliated human an indentured servant. Sixteen-hour work days cap effective lifeforce at 30. The character receives twice the full-time base wage regardless of regular employment. Inactivity and withheld pay and interest and lifestyle expenses still apply.
The work effects end when the balance reaches zero. balance reports the rules and current status. affect explains the lifeforce cap.
03 / Survival
The protection threshold
At personal debt of $5,000 or more both full and limited Sanctuary are blocked unless a valid vassal patron covers the character. Repaying below that amount restores ordinary eligibility.
A previously covered recovery still completes even if its bill pushes the character across the limit. Subsequent incidents are then uncovered. Repayment is not retrospective insurance for wounds received during the suspension.
