Developing your abilities
Your archetype establishes a starting background or bloodline. Skills and focuses determine how that character develops. Telepathy is one example of a skill with its own requirements. A description of your character does not grant abilities that have not been acquired through the game.
Use your character sheet to review your current abilities. Read the individual help entry for a skill or power before spending experience. Requirements can include a particular bloodline or focus as well as a minimum tier.

How access differs
A power can depend on bloodline and focus choices as well as tier. The inherited powers overview explicitly warns that the same ability can be accessible at different tiers for different bloodlines. Looking only at tier gives an incomplete answer.
The six standard supernatural bloodline groups are Vampire and Werewolf alongside Faeborn and Angelborn and Demonborn and Demigod. Human backgrounds and special dream or guest entries sit outside that list.
03 / Characters
Legendary powers
Tier 3 characters can learn one legendary power. Tier 4 can learn two. Tier 5 can learn three. Existing higher-power and guest-monster handling remains separate. This limit is not a promise that every legendary ability is available to every build.
